Has something happened where you are getting a strange error code of 65 when trying to ping a IP Address or a website?

There is really only one thing that is causing you this trouble. Your Windows XP/Vista firewall has be turned on and may be causing an issue. Try disabling. If this is already disabled then you must check any other software you have disabled that acts like a Firewall such as ZoneAlarm, Norton and McCaffe Internet protection or Firewall Software.

Disable this type of software to determine what program is responsible for causing this. Only then can you turn this back on and research a way to configure the software to work as intended and allow outbound ping requests on your computer.
